IX. It Isn't Over Because It's Over

Just when you thought you could heave a sigh of relief, you get tapped on the shoulder and reminded that there is no better time to begin improving your training plan than right after you have had a chance to see its results...while everything is still fresh on everyone's mind.

YES, there is good news!

You have plenty of ready-made information and sources on which to draw without going to a lot of extra work! And, if you gather the information together right away, you can take a breather before you have to do anything with it. But, it is critical that you pull it together immediately or it could be lost forever. Remember, your Polling Station Election Commissions serve only temporarily, so tap your most valuable resource before it gets away.

    Make a short survey questionnaire part of the inventory of supplies that are distributed to the Chairmen of the Polling Station Election Commissions. The point of the questionnaire should be to ask commission members to let you know how things went on election day. A few simple questions may give you a wealth of information on which to draw, not only to improve on the training program, but also to look toward improvements of the procedures themselves. Ask your soldiers in the trenches what worked well, and what steps in the procedure were difficult. Ask them to let you know where problems arose and where the instructions didn't seem to meet the situation in actual practice. Let them tell you their suggestions as to how the process could be improved. Have them turn their surveys in with their other materials so that they can be forwarded to you after the election. They will surprise you with the efficiency and innovation of the solutions they propose and their ideas will be invaluable as you continue to build on the strong foundation you have already established. Share the results of the surveys with other commissions. And, don't forget to send letters of commendation to those commissions whose recommendations are particularly good or who suggest a perfect solution to a problem that seemed insurmountable.

    Have your Territorial Commissions send you copies of the complaints that were submitted with the protocols. Review them to determine where trends emerge, and where misunderstandings seemed to be widespread. They will serve as a guide to you in determining where training efforts may have been less successful. Use your findings to see that the problems can be rectified in the future.

    REMEMBER TO KEEP COPIES OF ALL THE MATERIALS
    YOU HAVE ALREADY DEVELOPED FOR YOUR TRAINING PROGRAM!!! An archive of what you've done in the past is an ongoing asset! Preserve it, by all means. Elections are an evolving process. There is always room for improvement. But, it shouldn't mean having to start from scratch each and every time. Continue to build on the foundation that has already been laid. Even if you move on to other career opportunities, leave what you've created behind. There is no better teacher than experience. When it comes time to prepare start early. And for the next election you or your successors will have a full library of time-tested and proven materials to

and make it even better.
