Status of Registered Candidates

Under Article 50 of the Federal Law an electoral association, electoral bloc which registered a federal list of candidates may appoint up to 500 agents. These persons must be registered by the Central Election Commission within three days after receipt of a written notification from an electoral association, electoral bloc about appointment of agents and a statement from the person expressing a consent to be an agent. Considering a great amount of information that must be presented about agents, authorized representatives of an electoral association, electoral bloc must start preparation for this procedure well in advance.

As you know, agents carry on campaigning activities in support of a federal list of candidates. However, the new Federal Law expands their functions and grants them the powers of an observer (Clause 3 of Article 50).

Representatives of electoral associations must carefully study Article 51 of the new Federal Law which regulates such matters as withdrawal of candidates in single-mandate electoral districts, withdrawal of candidates from federal lists of candidates and recalling of federal lists of candidates by electoral associations, electoral blocs. This article lays down the right of an electoral association, electoral bloc to recall a candidate registered in a single-mandate electoral district (Clause 9 of Article 51) and remove candidates from a federal list, the right of an electoral association to withdraw from an electoral bloc and join other blocs (Clauses 6 and 7 of Article 51). At the same time, the Law establishes sanctions to be imposed on electoral associations, electoral blocs if they recall their registered candidates without any compelling reasons. These sanctions range from collecting money received from the federal budget to canceling registration of a federal list of candidates if the number of candidates, registered candidates removed from a federal list on the request of candidates themselves, by a decision of an electoral association, electoral bloc exceeds 25 percent of the total number of candidates on a certified federal list of candidates or if one or more than one of the withdrawing candidates occupied the first three places in the federal part of this federal list of candidates.
