Russian Election Laws

The Russian Federation recognizes political diversity and a multi-party system. Proceeding from this constitutional principle the state shall guarantee the equality of political parties before law regardless of the ideology, objectives and goals set out in their constituent and program documents.
The Russian Federation recognizes a political plurality and a multi-party system. Proceeding from this the state shall ensure observance of the rights and legitimate interests of political parties and shall support their activity.
This Federal Law was published and came into force on September 30, 1997. This translation was done by IFES Moscow. It is not official and is provided for reference only.

The framework legislative act which applies to all elections in Russia; enacted September 30, 1997, #124-ФЗ, amended March 30, 1999, #55-ФЗ.
The Law on Election of Deputies to the State Duma of the Federal Assembly of the Russian Federation (legislative act #121-ФЗ) regulates the process of electing members of the lower chamber of the Russian Parliament. Passed by the State Duma on June 2, 1999, approved by the Federation Council (upper chamber of the Parliament) on June 9, 1999, published for the first time in «Rossiyskaya Gazeta» on July 1 and 3, 1999.
