The Law on Basic Guarantees of Electoral Rights and the Right of Russian Citizens to Participate in the Referendum - the framework legislative act which applies to all elections in Russia; enacted September 30, 1997, #124-ФЗ, amended March 30, 1999, #55-ФЗ. This law replaces the Law on Basic Guarantees of Electoral Rights of Citizens of the Russian Federation of 1995.
